Why do I have to be 13 or older to order a Trick-or-Treat for UNICEF kit?

The U.S. Fund for UNICEF complies with Children's Online Privacy Protection Act of 1998 (COPPA) which deals specifically with the online collection of personally identifiable information from children under 13.  To read the actual COPPA Law, visit www.ftc.gov/ogc/coppa1.  If you are 12 or under, please ask an adult to place an order for you.
